On January 20, 2003,
over a year ago, Manohar Lal, President of Delhi International Stamp Club that
is affiliated to the Philatelic Congress of India, wrote to the President, Vice
Presidents, Directors, and Secretary General of the International Philatelic
Federation (FIP) regarding the ownership of the Grand Prix collection of Dilip
Shah of India.
Following is the text of the above letter:
?I wish to bring to your kind notice the details regarding the ownership of the
Grand Prix d?Honneur winning collection of Mr. Dilip Shah of India.
I am enclosing a newspaper clipping of the leading national daily of New Delhi,
India ? Hindustan Times, where Mr. Shah has admitted that the above collection
belongs to his brother, Mr. Dhiraj Shah of Atlanta, USA, and that he had
borrowed it from his brother for participating.
I request you to kindly look into this matter, withdraw the awards to Mr. Dilip
Shah and restore these to the rightful nominees as an appropriate action under
FIP regulations. Furthermore the FIP award List may be amended accordingly and
Mr. Dilip Shah be barred from exhibiting in International exhibitions.

The only response Lal received was a letter dated February 12, 2003 from one of
the FIP Directors ? Lumir Brendl stating ?I?ll inform the FIP Board meeting on
February 22-23, 2003 about this matter and then, I?ll let you know?.
Nothing has been heard from FIP since.
